How does one go about building a raised garden bed over concrete ground?

You can do this by building a woodden flat troff with lining on the inside of the wooden base and fill with soil. make sure you varnish the wood very well before you put soil in as you need the wood to last a long time. if you need depth then i sugest you dig out the middle of the concrete and fill with topsoil and hourse manure thankyou

You would require a retainingbox section made from timber or brick. http://howtogardenguide.com/2007/04/14/tips-on-raised-garden-bed-construction/
